Senator Ken Kester, R-Las Animas, who was a small businessman for decades in the Lower Arkansas Valley, understands that challenge about as well as anyone in the legislature.

He has introduced a bill that provides for a refundable tax credit for each new job that an employer creates, as long as those jobs are above the average county wage. This bill makes it easier for small businesses to add jobs, and pay thos employees more.
