Home buyer's bill still needs some tweaking

      House Bill 1338 is the latest weapon in the home buyers' (and their lawyers') ongoing battle with homebuilders.

      The measure, which cleared the House on preliminary passage Wednesday, is salvageable. But in its present form it goes too far in redressing the balance of power.

Proposal could fix amendment's flaws

      Legislative leaders finally got it right this week when they proposed fixing a constitutional problem with a constitutional amendment.

      You might reasonably ask how else can you fix such a problem, but in fact the House has already approved a bill that would ask the voters to repair the flaws in Amendment 41 with a mere referred statute next year.

      That is not acceptable, and we trust the Senate will kill House Bill 1304.

Senate bill would revive failed auto insurance system

      If you've been driving in Colorado for any length of time, you'll remember that the state's gold-plated "no-fault" auto insurance system was so badly broken that the legislature finally let it die in July 2003.

      Since then, drivers have experienced lower average premiums and increased competition, reversing the soaring costs of no-fault's last years. Complaints are down, and even the percentage of uninsured drivers has fallen now that premiums are more affordable.

      Gov. Ritter has an opportunity to right some wrongs regarding access to public records by signing a bill that has reached his desk.

      Senate Bill 45 would reduce the amount that government entities in Colorado can charge for accessing copies of public records from $1.25 a page - the highest charge in the nation - to a more reasonable 25 cents per page.

'Freezing' mill levies is an education fix state can do without

      According to our copy of the Taxpayer's Bill of Rights - and we're pretty sure it's the same one used over at the state Capitol - voters must approve "any new tax, tax rate increase, mill levy above that for the prior year . . . or a tax policy change directly causing a net tax revenue gain to any district."
