A. Bills concerning taxes and the rulemaking process -- improving transparency, strengthening cost-benefit analysis and unwarranted rulemaking

- Clarify and strengthen existing rule review standards to further discourage agency rulemaking beyond statutory authority and legislative intent. (Sen. Cadman / SB12-073)
