Scheffel’s Rule-Review Bill Passes Unanimously

Today, the Senate State, Veterans & Military Affairs Committee passed Senate Bill 30 sponsored by Senator Mark Scheffel (R-Parker) with bipartisan support and was placed on the Consent Calendar. This bill seeks to ensure that the regulations written to implement laws passed by the legislature match the intent and purpose of the legislators who drafted the bill.

“This bill ensures much needed accountability in our democratic process,” Scheffel said. “When legislators write and pass laws, there should be a mechanism to make sure that the regulators who have the authority to write detailed rules are held accountable to the original intent of the legislature.”

This bill would require a copy of the newly created rules to be sent to the legislator who sponsored the law and the committees that approved it so they can evaluate whether or not the regulations match the intended purpose of the law.

Illustrating the broad bipartisan support for this bill, the Colorado Education Association testified for the bill. The National Federation of Independent Business and Colorado Association of Commerce & Industry also support the bill.
